Project Director - PMC is accountable for the performance of the PMC Sector. He will define and implement PMC strategy and business plan, develop and promote the business, oversee delivery, enforce policies and procedures, ensure quality and manage cost, capacity and utilization. The jobholder is responsible to attract, develop and standardize PMC capabilities and to reach out and coordinate with PMO and Supervision teams for the identification and staffing of PMC project team members, as needed. He shall stay abreast of the latest trends and developments in the PMC space and will represent the firm in the professional engineering community and international forums.

We are looking to recruit a - Saudi National with Project Management background, to lead the project.

Financial

  • Develop the strategic and business plan for the PMC Sector in line with all PMC Departments
  • Develop the PMC Sector budget and monitor the Sector’s performance against the budget
  • Review all PMC Sector investments in accordance with the PMC Sector’s budget
  • Set staff chargeability / utilization targets for the PMC Sector and Departments in coordination with the Head of – Program Management Services and monitor staff utilization rates compared to targets
  • Identify and implement cost optimization initiatives within the PMC Sector– Program Management Services and PMC Departments.

Customer Focus

  • Act as the firm’s ambassador of for PMC topics in the market and contribute to enhancing the brand name and reach of the firm in the market
  • Drive the business development and marketing of PMC capabilities to clients, in cooperation with Senior Managers
  • Lead business development and proposal presentations to major clients, in cooperation with Senior Managers
  • Ensure client satisfaction with PMC projects and project deliverable
  • Lead and manage the PMC Sector team towards achieving the business plan targets
  • Lead the delivery of design and construction management services for PMC programs across the projects, including the management of design and construction consultants and contractors, tracking of design and construction progress, provision of PMO services to clients, etc.

Internal Business Process

  • Oversee the development of program management policies and procedures
  • Ensure the provision of expert advice and training to PMC staff and ensure the provision of contractual and legal counsel to Program Senior Managers and Project Senior Managers on PMC projects, in coordination with the Contracts Department
  • Monitor progress of all ongoing PMC projects, and provide support to Department Heads, Program Senior Managers and Project Senior Managers, as needed
  • Enforce policies and procedures within the PMC Sector, including quality policies and procedures
  • Support the Director - Program Management Services in the assessment of new service offerings, including the assessment of the market potential, competitive landscape, and formulation of a strategic plan for the new service offering
  • Research PMC market trends and ensure that the PMC Sector is at the forefront of technology and capabilities trends
  • Ensure consistency and high performance of all PMC Sector resources
  • Review manpower plans of all PMC Departments, and raise to the Director - Program Management Services for approval.

KNOWLEDGE, SKILLS, COMPETENCIES AND EXPERIENCE

  • Bachelor’s Degree in Engineering
  • Master’s Degree or Ph.D. in Engineering or Business Administration preferred
  • PMP certification
  • Chartered Professional Engineering certification or equivalent is preferred
  • Knowledge of local rules and regulations in the Middle East is an advantage
  • Strategic marketing and sales skills and strong track record in developing relationships with customers
  • Familiarity in setting up cooperation agreements / contracts (joint ventures, subcontract, etc.) with 3rd party organizations.
  • Excellent communication skills and ability to represent the organization in diverse forums
  • Excellent interpersonal and leadership skills
  • Proficiency in spoken and written English; Arabic is an advantage
  • 25+ years of experience in the Architecture, Engineering and Planning Industry in a top tier regional / multinational engineering consultancy firm
  • Career experience within an engineering consulting firm; with a proven track record in managing large and complex projects
  • Demonstrated experience with management of large engineering programs and projects and the establishment and operation of Program Management Offices
  • Experience with municipal / government project management
  • Significant industry experience within Saudi Arabia
