Job Summary
We are seeking an accomplished PPP infrastructure professional to lead K&A’s involvement in Public-Private Partnership projects, representing either the Owner or Authority, or the project consortium, including investors, contractors, and designers.The successful candidate must have worked on at least two PPP projects and possess comprehensive knowledge of PPP institutional and regulatory frameworks in the Gulf region, particularly Saudi Arabia. This includes project identification, feasibility assessment, procurement and bidding, contract award, execution, operation, and contract management.
Key Responsibilities
- Lead K&A’s technical involvement in PPP opportunities from the proposal and bidding stages through project award, execution, and operation.
- Provide expert advice on PPP structures, processes, contractual arrangements, and stakeholder responsibilities throughout the project lifecycle.
- Lead and support infrastructure projects involving large water transmission systems, water treatment plants, and other major water infrastructure facilities.
- Advise Project Managers, Design Managers, engineers, and technicians on PPP-related technical and contractual requirements.
- Define and review the roles and responsibilities of authorities, investors, contractors, designers, operators, and other stakeholders.
- Provide technical guidance and oversight to ensure that all deliverables comply with project, contractual, regulatory, and quality requirements.
- Support the evaluation of BOT, BOO, and other applicable PPP delivery models.
- Contribute to financial modelling, cost-benefit analysis, feasibility assessments, risk allocation, and project evaluation.
- Coordinate effectively with clients, government authorities, consortium partners, consultants, contractors, and internal project teams.
- Support business development activities and the preparation of technical proposals for PPP opportunities.
Specific Qualifications, Experience and Skills
- Bachelor’s degree in Civil Engineering.
- Minimum of 18 years of relevant professional experience.
- Professional Engineer (PE) license and Project Management Professional (PMP) certification are preferred.
- Proven involvement in at least two PPP projects. Candidates must provide a detailed description of their position, responsibilities, and assignments on each project.
- Strong knowledge of PPP institutional and regulatory frameworks, project stages, procurement processes, contract management, and stakeholder responsibility matrices.
- Demonstrated experience with BOT and BOO contractual models.
- Knowledge of financial modelling and cost-benefit analysis.
- Strong background in the design and management of major water infrastructure projects, including large water transmission systems and treatment plants.
- Extensive experience in the Gulf region, particularly Saudi Arabia, is essential.
- Excellent communication and interpersonal skills, with the ability to collaborate effectively with internal and external stakeholders.
- Ability to work independently, exercise sound professional judgement, and manage multiple priorities in a fast-paced environment.
- Excellent spoken and written English.
