Job Summary
Responsible for reviewing, coordinating and managing the technical design aspects of large, multi-disciplinary sewage infrastructure projects, including sewage treatment works, pump stations, construction, refurbishment and upgrading projects. The role ensures that designs, drawings, specifications and technical submissions comply with approved design requirements, local Qatar standards and applicable international codes. The position works closely with client, contractors, technical and construction teams, planning teams, government agencies and other stakeholders to obtain approvals, resolve technical issues, minimize clashes and ensure design deliverables support the construction sequence and overall project completion.
Key Responsibilities (Financial)
- Review designs and technical submissions to minimize design errors, rework, abortive work and associated project costs
- Ensure design deliverables are aligned with the construction sequence to support timely completion and efficient use of project resources.
- Assess proposed design changes during construction and identify technically acceptable solutions without adversely affecting the original design.
- Coordinate technical solutions to unforeseen constraints and avoid costly clashes between disciplines.
- Support planning and project teams in prioritizing design deliverables and activities to meet project deadlines and minimize delays.
- Review contractors’ and consultants’ submissions and recommend acceptance or otherwise based on technical compliance.
Key Responsibilities (Customer Focus)
- Coordinate and communicate effectively with clients, end users, consultants, contractors, statutory bodies, government agencies and other stakeholders.
- Understand and incorporate end-user requirements relating to material approvals, handover, maintenance and operation.
- Coordinate with relevant agencies and stakeholders to expedite feedback and obtain the necessary approvals.
- Ensure design solutions are practical, constructible and aligned with project and end-user requirements.
- Provide timely technical recommendations and solutions to support stakeholder requirements and project delivery.
Key Responsibilities (Internal Business Process)
- Review design documents, plans and specifications for accuracy, completeness and compliance with project requirements.
- Review designs against applicable Qatar standards and codes, including QHDM, QTM, WZTMG and QCS, and applicable international codes where local standards are not applicable.
- Review and comment on contractors’ and consultants’ technical submissions and recommend acceptance or otherwise.
- Review structural works and design and coordinate recommendations with internal and external stakeholders.
- Review and approve design documents and monitor their implementation during construction.
- Coordinate multi-engineering-disciplinary design activities and resolve technical interfaces and clashes.
- Review shop drawings and as-built drawings against the approved design.
- Coordinate design deliverables with the construction sequence and project programme.
- Work with technical and construction teams to identify and resolve unforeseen technical constraints.
- Support the planning team in sequencing activities and project deliverables through to project completion.
- Ensure required documents are uploaded through the QDRS system to facilitate approvals.

Qualification, Technical Skills and Competencies
- Bachelor’s Degree in Civil Engineering from an accredited university.
- Professional qualifications from a recognized international institution, with a professional career development record approved by the Engineer.
- Chartered Engineer status with a recognized professional institution is highly desirable.
- Minimum 15 years of demonstrable experience, including a minimum of 7 years on large construction projects, particularly projects involving pump stations and multi-disciplinary engineering coordination.
- Demonstrable experience in sewage projects of similar size, including construction, refurbishment, upgrading, treatment works and pump stations, or equivalent construction projects.
- Design review and technical design management.
- Review of plans, specifications and design documentation for accuracy and completeness.
- Structural design review and coordination.
- Review and approval of shop drawings and as-built drawings.
- Construction supervision experience on large, multi-disciplinary projects.
- Knowledge of sewage treatment works, pump stations, construction, refurbishment and upgrading projects.
- Knowledge and application of Qatar codes and standards, including QHDM, QTM, WZTMG and QCS.
- Knowledge of applicable international codes where local standards are not applicable.
- QDRS system awareness and document-uploading requirements for approvals.
- Design software proficiency – compulsory.
- Strong computer skills.
- Ability to assess construction-stage design changes and technical constraints.
- Ability to coordinate design deliverables with construction sequencing and project planning.
