Job Summary
The Lead Stakeholder Engineer coordinates between K&A’s design and PMCS teams and local authorities on complex design projects in Qatar. He reviews design deliverables with local authorities and seeks necessary approvals and permits in a timely manner. The jobholder relays authorities’ comments and requests for design changes to relevant project teams to ensure the incorporation of requested changes, tracks approvals, facilitates meetings with authorities and supports the team to ensure approvals are obtained in a timely manner.
Key Responsibilities (Financial)
- Ensure responsibilities are fulfilled in a cost-effective and timely manner
Key Responsibilities (Customer Focus)
- Support in developing and maintaining close relationships with relevant local authorities (e.g. roads, utilities, planning, etc.)
- Contribute to the collection and maintenance of an updated archive of all relevant local regulations and codes related to construction / engineering
- Support design and PMCS teams in obtaining permits from authorities, as required
- Ensure that all necessary approvals and permits are obtained in a timely manner to ensure client satisfaction
Key Responsibilities (Internal Business Process)
- Clarify authorities’ requirements to Design & PMCS team, as needed
- Ensure completeness of all documents prior to submission for authorities’ approval
- Conduct design reviews with authorities and key discipline engineers and ensure adherence of design deliverables with authority requirements at each stage of the design
- Relay authorities’ comments to design teams / design support teams and ensure the incorporation of comments in subsequent design submittals
- Advise design teams on how to best incorporate authorities’ comments and requirements
- Submit design deliverables for relevant authorities to obtain No Objection Certificates (NOC) and approvals for commencement of the construction phase
- Resolve critical discrepancies and issues with authorities, and escalate issues as needed
- Submit and discuss design changes during the construction phase, as needed, with relevant authorities to obtain necessary approvals in coordination with respective Supervision Project Managers, Project Managers and design support teams
- Support discipline engineers by coordinating and providing authorities requirements and construction for incorporation during design stage

- Attend periodic training to further develop relevant skills (Technical & Managerial)
Qualification, Technical Skills and Competencies
- Bachelor’s Degree in Engineering or Architecture
- Experience with Engineering consultants
- Knowledge of engineering standards and codes in Qatar
- In depth knowledge of local authorities’ regulations, processes, codes and guidelines for Buildings and Infrastructure projects
- Knowledge of engineering design principles
- Good communication, organization and planning skills
- Proficiency in spoken and written English and Arabic, is mandatory
- Holding MMUP/UPDA certification
- In depth knowledge of QDRS, BPC, QPRO and PWA's PDLM systems.
- High computer proficiency (Excel, MS Office suite and CAD viewer)
Overall Experience Required to Execute this Role
- 8-10 years of Industry experience in Architecture, Engineering and Planning Industry
Specific Experience Required to Execute this Role
- 8-10 years of experience in the Architecture, Engineering and Planning Industry in a top tier regional / local engineering consultancy firm, with demonstrated roles in securing design approvals from authorities and proven strong coordination and communication skills with all local authorities having jurisdiction
- Experience within the Qatar is mandatory
