Job Summary

The jobholder is a key member of the supervision services team. S/He supports Project Managers and Associate Project Managers with planning activities pertaining to schedule and cost control throughout the project lifecycle. The jobholder also reviews and comments on contractors’ work programs and continuously monitors contractors’ activities against approved plans. The jobholder also supports Project Managers with the review, assessment and management of variations in project scopes. S/He develops periodic progress reports highlighting key project risks and deviations from plans in coordination with supervision teams. The jobholder shall stay abreast of the latest trends and developments in the construction management and planning space, and implement best practices, where applicable.

Key Responsibilities (Financial)

  • Support Resident Managers with the development of detailed project budgets for supervision projects
  • Monitor supervision project budgets and resource allocation, ensuring the adherence to allocated budgets and investigate reasons for budget overruns
  • Ensure responsibilities are fulfilled with a high quality and in a cost-effective manner

Key Responsibilities (Customer Focus)

  • Support Project Managers with managing client relations and expectations, as needed
  • Support Project Managers with responding to client clarifications on technical and contractual issues, as needed
  • Support Project Managers with organizing inspections by third parties, as needed

Key Responsibilities (Internal Business Process)

  • Participate in project kick-off meetings with client counterparts and contractors to plan commencement of works
  • Review and check the contractor’s work program during the pre-construction phase, ensuring compliance with project requirements
  • Review, comment and follow up on the finalization on contractors’ submittals, including staffing proposals, organization charts, shop drawings, method statements, project procedures, traffic management plans, etc. during the pre-construction phase
  • Support the verification and communication of project scope baselines, including goals, deliverables and success criteria to relevant stakeholders in coordination with the Associate Project Manager
  • Provide input to the Associate Project Manager on the development of project risk management plans, including the identification of potential risks and corresponding contingency plans
  • Monitor supervision project schedules and investigate reasons for delays with contractors and recommend corrective measures
  • Monitor contractors’ daily activities and resource allocation against project plan
  • Support Associate Project Managers with reviewing, assessing and responding to all claims raised by the contractor regarding scope, schedule and cost changes of projects and assist with the management of variation orders with client and contractors, as needed
  • Support Associate Project Managers with the review of contractors’ unit rates for new work items not covered in the original Bills of Quantities
  • Monitor project progress and support with the management changes in project scope of work with clients and contractors, as needed
  • Track and check the versions of drawings and specifications and ensure that all relevant parties are using the latest revised construction drawings
  • Support the Associate Project Manager with reviewing and commenting on the contractors’ testing and commissioning plan, as needed
  • Support the supervision team during the Hand-Over and Defects Liability Period, as needed
  • Support the Associate Project Manager with the preparation and issuance of Take-Over Certificates, Defect Liability Certificates, Final Accounts and Statements of Completion, as needed
  • Develop periodic project progress reports in coordination with the Associate Project Manager and site teams and highlight deviations from the work program accordingly
  • Support Associate Project Managers with the review of contractors’ payment certificates
  • Provide input to Project Managers for the preparation of K&A invoices for supervision services to clients and support local Finance teams with the collection of invoices, as needed
  • Implement corporate policies and procedures

Qualification, Technical Skills and Competencies

  • Bachelor’s Degree in Engineering
  • PMP Certification is preferred
  • Chartered Professional Engineering certification or equivalent is preferred
  • Knowledge of construction supervision services
  • Understanding of international engineering standards and codes
  • Excellent planning and organizational skills
  • Good financial planning and budgeting skills
  • Good analytical and problem solving skills
  • Good time management skills
  • Good communication and presentation skills
  • Excellent knowledge of scheduling and planning software (e.g. Primavera)
  • Proficiency in spoken and written Arabic and English

Specific Experience Required to Execute this Role

  • 10+ years of experience in the Architecture, Engineering and Planning Industry in a top tier regional / multinational consultancy firm
  • Demonstrated experience with management of project planning activities in large scale construction supervision projects
  • Demonstrated experience with utilization of latest construction management and planning software and tools
  • Experience within the Middle East
