Job Summary
The ICT, Digital Infrastructure & Smart Systems Proposal Engineer plays a critical role in supporting business development and pre‑sales activities by preparing high‑quality technical and commercial proposals for complex ICT, ELV, smart building, and smart city projects.
The role requires strong technical acumen, structured proposal development skills, and commercial awareness to translate client requirements and engineering solutions into competitive, compliant, and compelling bid submissions.
The Proposal Engineer acts as a key interface between business development, design/engineering teams, and external vendors to ensure proposals are technically accurate, aligned with client requirements, and delivered within deadlines.
Key Responsibilities
Proposal & Bid Development
- Review and analyze RFPs, RFQs, EOIs, and tender documents related to ICT, digital infrastructure, ELV, smart buildings, and smart city systems.
- Extract project requirements, scope of work, assumptions, constraints, and contractual obligations.
- Develop detailed technical compliance matrices, identifying compliance, deviations, and clarifications.
- Prepare comprehensive technical methodologies, execution approaches, design narratives, and system descriptions.
- Develop solution architectures covering areas such as:
- Structured cabling and fiber‑optic networks
- Active network systems
- Data centers and cloud connectivity
- ELV systems (security, AV, BMS, FLS, etc.)
- Smart building platforms and smart city frameworks
- Articulate value propositions, differentiators, and innovation strategies aligned with client objectives.
2. Commercial & Costing Support
- Develop preliminary cost estimates and detailed pricing breakdowns in coordination with commercial and finance teams.
- Obtain, evaluate, and consolidate vendor and subcontractor quotations.
- Perform technical and commercial comparison analyses to support vendor selection.
- Support preparation of competitive commercial offers, including pricing narratives, exclusions, assumptions, and commercial clarifications.
3. Coordination & Stakeholder Management
- Coordinate closely with internal design, engineering, BIM, and operations teams to translate technical designs into proposal content.
- Interface with technology vendors, OEMs, and systems integrators to obtain technical inputs, datasheets, and budgets.
- Support business development managers during bid strategy meetings, kickoff sessions, and tender reviews.
- Participate in internal bid review and approval processes.
4. Documentation & Presentation
- Prepare high‑quality proposal documents, technical volumes, executive summaries, presentations, and supporting appendices.
- Ensure all proposal content aligns with company branding guidelines, quality assurance procedures, and document control standards.
- Ensure consistency, clarity, and professional presentation across all bid deliverables.
- Support preparation of client presentations, clarifications, and post‑submission responses.
5. Quality, Compliance & Continuous Improvement
- Ensure all proposals comply with RFP instructions, contractual requirements, and submission rules.
- Maintain proposal templates, standard methodologies, and technical content libraries.
- Capture lessons learned from bids to improve future proposal quality and efficiency.
Required Qualifications, Experience and Skills
- Bachelor’s degree in ICT, Electrical Engineering, Computer Engineering, or a related discipline.
- 4–7+ years of experience in proposal engineering, pre‑sales, or ICT/ELV engineering roles.
- Proven experience preparing bids for ICT, ELV, smart building, or smart city projects.
- Strong understanding of ICT and digital infrastructure systems, including fiber optics, active networks, data centers, ELV, and smart platforms.
- Excellent technical writing and proposal structuring skills.
- Solid commercial awareness, including pricing principles and cost estimation.
- Experience working with RFPs, compliance matrices, and bid submission processes.
- Ability to coordinate across multidisciplinary teams and manage multiple deadlines.
- Proficiency in Microsoft Office tools (Word, Excel, PowerPoint); familiarity with proposal management tools is an advantage.
