Job Summary

The Director – Quality & Inspection will lead the overall quality assurance, quality control, and inspection function for a major construction PMC portfolio. The role will ensure that all construction activities comply with project specifications, approved drawings, contractual requirements, applicable codes and standards, and the Client's quality expectations.

The position will provide strategic leadership to the PMC's QA/QC and inspection teams, working closely with Project Directors, Construction Managers, Consultants, Contractors, and the Client to drive consistent quality performance across projects.

Key Responsibilities

• Develop and implement the overall Quality & Inspection strategy for the PMC.
• Lead and manage QA/QC, inspection, and quality management teams across multiple projects.
• Establish quality procedures, inspection plans, ITPs, audit programs, and quality KPIs.
• Oversee inspection activities covering civil, structural, architectural, MEP, infrastructure, and specialist works.
• Ensure contractors comply with approved drawings, specifications, method statements, ITPs, and applicable standards.
• Monitor contractor quality performance and identify recurring quality issues and trends.
• Review and oversee closure of NCRs, observations, corrective actions, and preventive actions.
• Lead quality audits, surveillance inspections, and senior-level site inspections.
• Review quality documentation, inspection reports, and handover documentation.
• Provide technical guidance and support to Project Directors and Construction Managers on quality-related matters.
• Establish and monitor quality performance dashboards and management reports.
• Coordinate with the Client and relevant authorities on quality and inspection requirements.
• Ensure lessons learned and continuous improvement initiatives are implemented across the PMC portfolio.
• Support testing, commissioning, completion, and final project handover.

Qualification, Technical Skills and Competencies

• Bachelor's degree in Civil Engineering, Construction, Architectural Engineering, Mechanical Engineering, Electrical Engineering, or a related discipline.
• 20+ years of overall construction experience, preferably with significant PMC/consultancy experience.
• Minimum 8–10 years in senior QA/QC, quality management, or inspection leadership positions.
• Proven experience managing quality and inspection functions on large-scale construction/infrastructure projects.
• Strong knowledge of QA/QC systems, ITPs, audits, NCR management, testing, inspection and handover processes.
• Good knowledge of applicable international standards and construction specifications.
• Experience working with major international contractors and consultants.
• Strong leadership and stakeholder-management capabilities.
• Excellent communication and reporting skills.
• Saudi/GCC experience is highly desirable.
• Experience on major government, infrastructure, mixed-use, airport, hospitality, or large-scale development projects would be advantageous.
