Job Summary

The jobholder leads and manages the end-to-end proposal development lifecycle, from coordinating tender requirements to preparing and submitting competitive technical and commercial proposals in a timely and cost-effective manner.The jobholder coordinates across relevant sectors and engages subject matter experts and key stakeholders to ensure timely and accurate input throughout the proposal development process.The role is accountable for ensuring proposal quality, compliance, consistency, and competitiveness, while aligning submissions with client requirements and organizational objectives.

Key Responsibilities

• Prepare and coordinate technical and financial proposals for Wet Utilities and Infrastructure projects.
• Review tender documents, Requests for Proposals (RFPs), specifications, and contractual requirements.
• Coordinate with internal departments, technical teams, and external partners to obtain the necessary inputs for proposal submissions.
• Ensure compliance of proposals with client requirements and company procedures.
• Manage proposal schedules and submission deadlines.
• Maintain proposal records, lessons learned, and bid documentation for future reference.

Required Qualifications,Experience and skills

• Strong organizational and time-management skills.
• Ability to work efficiently under pressure and meet tight deadlines.
• Strong analytical and problem-solving capabilities.
• Ability to review technical documents, specifications, and tender requirements
• Education: Bachelor's Degree in Civil Engineering.
• Experience: 3–7 years of relevant experience in the design of Wet Utilities/Infrastructure projects and/or preparation of technical and financial proposals.
• Language Requirements: Proficient in English & Arabic (reading, writing, and communication) is mandatory.
