Job Summary

The Cross-Sector Legal & Institutional Expert reports directly to Senior Management to provide centralized legal, regulatory, and transaction advisory services as needed. The successful candidate evaluates governmental frameworks, assesses Public-Private Partnership (PPP) models, and safeguards the firm's operations against institutional risks.

Key Responsibilities

• Central Advisory: Deliver legal and institutional counsel to all engineering and infrastructure business lines, including transport, water, energy, and urban development
• PPP Evaluation: Analyze project feasibility under PPP models, ensuring alignment with the as PPP Central Unit regulations.
• Regulatory Analysis: Audit complex Egyptian, KSA & UAE administrative laws, public procurement frameworks, and state property regulations to facilitate project delivery.
• Contractual Drafting: Structure, review, and negotiate high-value governmental contracts, concession agreements, and specialized addendums.
• Risk Mitigation: Define institutional risk allocation matrices, identifying liability gaps across multidisciplinary project lifecycles.
• Stewardship & Liaison: Represent the firm before Egyptian, KSA and UAE ministries, regulatory bodies, and state-owned enterprises to accelerate project approvals.

Specific Qualifications, Experience and Skills

• Education: Bachelor of Laws (LL.B.) from a recognized institution; a Master of Laws in public or international law is highly preferred.
• Experience: Minimum 12 years of post-qualification experience in infrastructure law, with a strong background in a top-tier law firm or multinational consultancy.
• Framework Mastery: Comprehensive knowledge of Egyptian, KSA and UAE Tender Law, PPP Law No. 67/2010 (and its amendments), and administrative court precedents
• .Versatility: Proven ability to pivot seamlessly between diverse sectors, managing conflicting project priorities and cross-functional teams.
• Languages: Native fluency in professional Arabic and full business proficiency in English are mandatory for drafting legal documentation.
