Job Summary

The Engineer will be responsible for the technical supervision, monitoring, inspection, coordination, and quality control of the Developer/Contractor’s construction activities within the Smart City development. The role involves ensuring that all works are executed in accordance with the approved drawings, specifications, contract requirements, applicable codes and standards, approved method statements, inspection and test plans, project programme, HSE requirements, and the Employer’s/Consultant’s requirements.

• Support Project Managers with managing client relations and expectations, as needed
• Support Project Managers with responding to client clarifications on technical and contractual issues, as needed
• Support Project Managers with organizing inspections by third parties, as needed
• Ensure client satisfaction with construction supervision services

Key Responsibilities (Internal Business Process)

• Supervise construction of roads, highways, access roads, junctions, roundabouts and associated infrastructure.
• Review road alignment, profiles, grading and setting-out information.
• Inspect earthworks, excavation, filling, compaction and formation preparation.
• Supervise subgrade, sub-base, road base and asphalt works.
• Monitor kerbs, footpaths, paving, road markings, signage and associated works.
• Review road construction shop drawings, method statements and material submissions.
• Monitor road drainage, culverts, stormwater networks and associated structures.
• Coordinate roadworks with utilities, electrical networks, landscaping and other infrastructure.
• Witness material testing, field density tests, compaction tests and asphalt testing.
• Monitor compliance with approved pavement specifications and quality requirements.
• Coordinate road interfaces with existing roads and surrounding developments.
• Monitor traffic management and temporary access arrangements.
• Coordinate with relevant authorities for road approvals and inspections.
• Review road as-built drawings and handover documentation.

Qualification, Technical Skills and Competencies

• Bachelor’s Degree in Civil Engineering
• Chartered Professional Engineering certification or equivalent is preferred
• Knowledge of construction supervision services
• Understanding of international engineering standards and codes
• Good interpersonal and leadership skills
• Good communication skills
• Good planning and organization skills
• Strong attention to details
• Strong time management skills
• Proficiency in spoken and written Arabic and English

Overall Experience Required to Execute this Role

• Minimum 15 years of experience in a construction / construction supervision function

Specific Experience Required to Execute this Role

• Minimum 15 years of relevant Roads & Highways experience.
• Minimum 10 years of experience in Smart City, infrastructure, large-scale development, or technology-enabled infrastructure projects.
• Minimum 10 years of relevant experience in the Middle East/GCC region is mandatory.
